BUDGET REVIEW

Every budget request sounds important—but how do you know if it’s really needed? PSAP helps you look past the line items to understand what’s truly essential, what’s optional, and what’s outdated. We make sure your dollars are going toward strategies and tools that actually improve safety and build community trust, not just repeating past practices. In short, we help you fund what truly matters.

Technology and Equipment

City manager sorting through police inventory

In public safety, it’s easy to get caught up in the “latest and greatest” gadgets, but not every purchase adds real value. PSAP helps city managers separate true needs from wants by reviewing proposed technology, equipment, and supply requests with a critical eye. We look at whether the tools solve real problems, integrate with existing systems, and deliver measurable benefits.

The result:

Smarter spending, fewer wasted purchases, and confidence that your agency is equipped with what it needs—not just what’s trending.

Common pitfalls we help you avoid:

  • Purchasing overlapping systems that don’t work well together

  • Paying for features that are never used

  • Investing in tools that solve yesterday’s problems, not today’s challenges

  • Relying on vendor-driven pitches instead of objective analysis

  • Overspending on short-term fixes instead of long-term solutions

Strategic Planning for the City and Public Safety

PSAP helps city managers develop practical strategic plans for the entire city, its police or fire departments, or both. We work with leadership to identify priorities, establish measurable goals, define responsibilities, and create a clear path for implementation. When separate plans are needed, we connect public safety priorities with the city’s broader direction so that budgets, staffing, technology, and operational initiatives support the same community outcomes. The result is a strategic plan that leaders can use to guide decisions, measure progress, and maintain accountability across the organization.

Interim Police Chief Services

We provide experienced interim police chief leadership during a typical 90- to 120-day transition. The interim chief maintains operational continuity, supports employees, addresses immediate priorities, and keeps the city manager informed.

The engagement includes an executive assessment of the department’s leadership, staffing, operations, budget, performance, policies, and technology. The city receives a written report with findings and recommendations for the incoming chief. PSAP can also assist with developing the candidate profile, reviewing applicants, structuring interviews, evaluating finalists, and supporting the final transition.
